"It has been a lengthy and tortuous voyage, but 11 years after the IMO Ballast Water Management Convention was adopted it is edging closer to ratification I t is expected that this year the target of 35 per cent of the tonnage of the world’s merchant fleet will be passed, at present it is tantalisingly close with 32.86 per cent; the target of 30 states signing up to the Convention has already been passed with 44 countries already committed"
